1. Program Overview

  1. El Paso Electric will pay out a rebate/incentive for completed projects within EPE’s Texas service territory.
  2. Customers may hire a contractor of their choice, or they may choose to do the work themselves.
  3. Rebate/incentive amount is $300 for Residential customers and $400 for Income Qualified customers.
  4. If total project cost is less than the calculated rebate amount, the rebate will equal the total project cost.

2. Customer Eligibility

  1. Customer must reside in Texas and receive electric service from EPE.
  2. Single Family Homes only (1-4 units in one location).
  3. Multifamily Homes (more than 4 units) - Must be individually metered

  5. Customer must qualify through categories 1A, 1B or 1C. Category 2 is not eligible.
  1. Category 1A - Provide proof.
  2. Category 1B - Confirm during funding reservation.
  3. Category 1C - Check at https://www.huduser.gov/portal/sadda/sadda_qct.html

3. To Qualify

  1. New Equipment MUST be purchased and installed in the current program year.
  2. HPWH must be Energy Star®, www.energystar.gov/productfinder/product/certified-water-heaters/results
  3. HPWH must be 55 gallons or less.
  4. Heat pump add-ons to existing storage water heaters are ineligible.
  5. This applies to all residential electric and storage-type heat pump water heater. Gas water heaters are not eligible.

4. Program Funding

  1. This program has limited funding. Rebates are awarded on a first‐come, first‐served basis.

5. Submit Required Documentation for Payment of Project

  1. For Customer rebate application the following documents must be submitted within the 45-day period starting from the invoice date:
  1. Area photographs of existing insulation with ruler showing existing insulation thickness.
  2. Photographs of old and new equipment and copy of invoice/store receipt
  3. Income Eligibility Form and supporting documentation (Income Qualified only)
  1. For Contractor incentive application the following documents must be submitted within the 45-day period starting from the invoice date:
  1. Completed incentive form
  2. Applicable pre/post photographs
  3. Invoice- showing El Paso Electric incentive and customer out-of-pocket cost
  4. Income Eligibility Form and supporting documentation (Income Qualified only)

6. Project Notification/Schedule Inspections

  1. Once the application is submitted, El Paso Electric and/or CLEAResult may perform an inspection to confirm project completion before paying out incentive. Inspections take 15 to 20 minutes and are scheduled during office hours; M-F, 8:00 am – 5:00 pm.
