1. Program Overview
- El Paso Electric will pay out a rebate/incentive for completed projects within EPE’s Texas service territory.
- Customers may hire a contractor of their choice, or they may choose to do the work themselves.
- Rebate/incentive amount depends on insulation type, roof slope, product rating and roof square footage.
- If total project cost is less than the calculated rebate amount, the rebate will equal the total project cost.
2. Customer Eligibility
- Customer must reside in Texas and receive electric service from EPE.
- Single Family Homes (1-4 units in one location).
- Multifamily Homes (more than 4 units) - Must be individually metered
- To qualify for enhanced incentives through our Income Qualified Energy Efficiency Program check the Income Eligibility Form found at https://www.epelectric.com/energy-efficiency/texas-residential-energy-efficiency-programs
- Customer must qualify through categories 1A, 1B or 1C. Category 2 is not eligible.
- Category 1A - Provide proof.
- Category 1B - Confirm during funding reservation.
- Category 1C - Check at https://www.huduser.gov/portal/sadda/sadda_qct.html
3. To Qualify
- Roof product must be rated by the Cool Roof Rating Council https://coolroofs.org/directory/roof
- Low Slope (≤2/12) Initial Solar Reflectance ≥0.65, 3-Year Solar Reflectance ≥0.50
- High Slope (>2/12) Initial Solar Reflectance ≥0.25, 3-Year Solar Reflectance ≥0.15
- Existing roof color must be standard medium or dark colored.
- If a cool roof is installed concurrent with changes to attic or roof insulation levels, incentives will be paid at the post-retrofit insulation levels and incentives for changes in insulation levels should be claimed separately.
4. Program Funding
- This program has limited funding. Rebates are awarded on a first‐come, first‐served basis.
5. Submit Required Documentation for Payment of Project
- For Customer rebate application the following documents must be submitted within the 45-day period starting from the invoice date:
- Photographs of roof before and after cool roof product is applied and copy of invoice/store receipt.
- Income Eligibility Form and supporting documentation (Income Qualified only)
- For Contractor incentive application the following documents must be submitted within the 45-day period starting from the invoice date:
- Completed incentive form
- Applicable pre/post photographs - Pre/post pictures of roof and a close-up picture of a ruler that shows the measurement of the depth of the insulation
- Invoice- showing El Paso Electric incentive and customer out-of-pocket cost
- Cool Roof specification sheet
- Income Eligibility Form and supporting documentation (Income Qualified only)
6. Project Notification/Schedule Inspections
- Once the application is submitted, El Paso Electric and/or CLEAResult may perform an inspection to confirm project completion before paying out incentive. Inspections take 15 to 20 minutes and are scheduled during office hours; M-F, 8:00 am – 5:00 pm.
